The Highland District Council is a volunteer driven organization with residents contributing to our success in many different ways. Highland is also fortunate to have access to public transit via multiple routes that connect to all areas of both Minneapolis and Saint Paul. We are also home to Circus Juventas and the historic Highland Water Tower.
